We previously advised the Government’s proposals that properties with a new tenancy beginning from 1st April 2025 should have a minimum EPC rating of C, with all tenancies meeting that standard from 2028.
Since the consultation in 2021, we have had no official update from the Government, apart from information pertaining to delays in the implementation of the new standards.
The Government is committed to Net Zero (by 2045 in Scotland) and EPCs underpin the net zero policy. Whilst the Government is taking a fresh look at the proposals, 1Let’s general advice to our landlords is to wait until we receive further clarity from the Government before carrying out significant upgrades to your property for the sole purpose of achieving a higher EPC rating.
We are hoping the Government will provide further clarity on:
- whether the methodology of EPC will be changed and how.
- in what circumstances exemptions can be obtained.
- whether there will be any financial support either in forms of funds or loans. (for loans currently available – please see here)
- level of a cost cap (previously indicated at £10k) and whether works already carried out can be included in the cost cap.

Finally, on 20th September, the UK government announced that it will scrap plans to require landlords to improve the energy efficiency of their properties. This announcement does not apply to properties in Scotland. The Scottish Government is expected to publish a consultation on a Heat in Buildings Bill later this year which will set out proposals for the PRS. We will keep you updated on this matter.
